What are NPCs?
First of all, that is the question that you should know the answer to before you even create one.
NPCs are characters that play lesser roles in the story, support roles. They are there to help the plot along, and can be used for roles that many player characters may not be volunteered for by players endeared to them. In other words, they are more expendable, but also, they can help fulfill specific plot needs without being regular hitters in the storyline.
These characters may be relatives to player characters, or they may be friends, business associates, etc. There should be a definite connection, and their connection may in fact be with more than one player character or even other NPCs.
You won't typically play an NPC in a thread by themselves, and if you feel the need to do so, it must be done sparingly, within reason, and for purposes that directly work with plot. In other words, you shouldn't put your NPC in a coffee shop thread without your player character involved, just to rp with them. They aren't meant to be that involved.
So, who can create an NPC?
Well, anyone can! There are certainly going to be characters your own player character may know, but don't roll them up just for the sake of doing so. Create NPCs that are relevant to your character's plot or background, or that of others (it's perfectly fine to create an npc to help someone else with their plot).
Just remember, they are plot tools. You don't simply "play" them for fun. This can be taken as bypassing our character number limits. If this gets out of hand, you'll be spoken to about it.
If that's that, the link below leads to the application for your NPC. You'll post the NPC to this thread. If it's a WIP put (WIP) at the end of your title, and when you are ready for review, remove the (WIP) tag from your subject line and you'll be reviewed.

Remember that you need to have your NPC approved in order to use them.
